The Finance Officer will play a critical role in ensuring the smooth and efficient financial management of the Philippines program. Reporting to the Finance & Grant Manager (FGM), the Finance Officer is responsible for maintaining accurate accounting and finance records, supporting strategic financial planning, and ensuring compliance with organizational policies and regulatory requirements.

Primary Responsibilities:

The Finance Officer will be primarily responsible in the following areas of significance:

1. Accounting and Finance

  • Conduct initial review of Payment and Cash Advance Request to ensure completeness of supporting documents. o Coordinate with staff should there be lacking/missing documents and forward to FGM for final review/verification & for payment.
  • Support in preparing monthly/quarterly/annually budget projection, budget monitoring, and preparing proposal budgets to cover the required costs.
  • Support in preparing cashflow to meet the monthly cash requirements.
  • Managing daily finance and accounting activities, which includes cost allocation, payments, coding, advance, reimbursement, bank fees, petty cash, expense record, and supporting documents.
  • Support on reviewing financial transactions, posting in SAP, filing & reporting.
  • Support in preparing and submitting monthly and year-end closure of accounting reports; bank reconciliation, and balance sheet control accounts reconciliation according to WCS established procedures and deadlines.
  • Work closely with the Service Provider to ensure prompt payment of taxes to BIR.
  • Support the development and maintenance of accounting controls by preparing and recommending policies and procedures for the project team.
  • Support in preparing internal and external audits, preparing audit responses, and ensuring implementation of accepted recommendations.
  • Coordinating and providing guidance and assistance directly to staff to meet all requirements related to finance, accounting, and administrative policy and procedures.

2. Others

  • Support procurement processing when applicable
  • Perform other administrative and liaising functions as may be assigned by the line manager or the Senior Operations Manager.
Profile

Position Requirements and Competencies:

  • A degree in Accounting, Finance or Business Administration is required with at least three (3) years of experience doing general financial and grant management functions.
  • Familiarity with financial software systems (e.g. SAP) and proficiency in MS Office, particularly Excel.
  • Experience working in International Non-Government Organizations is an advantage.
  • Exceptional organizational skills to prioritize projects and initiate follow through with meticulous attention to detail.
  • Must demonstrate excellent communication and people management skills.
  • Strong problem-solving skills. Comfortable in participating as an effective individual contributor, leader, and listener.
  • Start-up and service-oriented mindset, willing to support a dynamic team and a variety of tasks to ensure program growth and sustainability.
  • Must have significant attention to detail, be well organized, self-motivated, honest, resourceful, effective, and efficient with the ability to prioritize.

  • Flexibility to work overlapping hours with teams located in different time zones.
