➔ Description of the mission

The selected consultant/agency will work closely with the Women’s Global Network for Reproductive Rights (WGNRR) and its consortium partners to develop a comprehensive movement strengthening strategy focused on SRHR, particularly safe abortion and public sector strengthening, across Asia and Africa. The strategy should reflect feminist, rights-based, and participatory approaches, and center the voices and needs of grassroots, youth, and feminist movements.

The consultant will be responsible for the following:

1. Design and Facilitate Strategy Development

  • Design and lead a participatory strategy development process that meaningfully engages WGNRR, MAMA Network, and other consortium partners.
  • Revisit and align with the Kaleidoscope proposal and planning meeting presentation to ensure consistency with previously committed frameworks and strategies.

2. Desk Review and Initial Mapping

  • Conduct a comprehensive desk review of relevant tools, literature, strategies, and movement-building frameworks related to safe abortion and broader SRHR movements.
  • Review and map existing safe abortion movements globally and regionally.
  • Develop a matrix, SWOT analysis, or pros/cons list for each mapped movement, outlining their relevance and potential contribution to the Kaleidoscope vision.

3. Apply Strategic Tools and frameworks

  • Apply the GFW Movement Mapping Tool and the MCAT (Movement Capacity Assessment Tool) to assess actor relationships, influence, and capacity needs across contexts.
  • Emphasize intersectional and inclusive movement-building approaches explicitly.

4. Stakeholder Engagement

  • Organize and facilitate consultations with regional partners and country-based organizations in Benin, India, Kenya, and Nepal.
  • Ensure the inclusion of underrepresented sectors, including LGBTQI+, adolescent girls and young women (AGYW), and disability rights organizations, where applicable.
  • Lead consultations with shortlisted movements, along with abortion global leaders as well as consortium and country partners to:
  • Advance the Kaleidoscope vision
  • Identify opportunities and needs for resourcing safe abortion organizations
  • Identify range of new and proven strategies and actions to strengthen the safe abortion movement

5. Drafting the Movement Strengthening Strategy (2025–2029)

  • Analyze and synthesize all findings into a multi-level Movement Strengthening Strategy with actionable recommendations.
  • Ensure the draft strategy includes:
  • Campaign and advocacy focus
  • A clear roadmap outlining priorities and goals as well as action plans for 2025–2029
  • Integration of regional contexts and intersectional feminist approaches
  • Integrate the findings from the consultation to enhance and strengthen the strategy, making it more comprehensive and responsive to stakeholder inputs

6. Internal and External Review

  • Share the draft strategy and roadmap with the Kaleidoscope Working Group for internal review and feedback.
  • Facilitate an external validation process with identified movement leaders to refine the strategy further.

7. Presentation and Finalization

  • Deliver monthly progress presentations to WGNRR and consortium partners.
  • Develop and present two comprehensive presentations on the strategy (draft and final versions).
  • Submit the final strategy report incorporating all nuances, to be delivered in both editable Word and PDF formats.

➔ Profile

Applicants must meet the following requirements:

  • A minimum of 5-6 years of experience in advocacy, organizing, or consultancy work related to sexual and reproductive health and rights (SRHR), with proven expertise in feminist movement building, strategy development, and SRHRJ advocacy, particularly in the areas of safe abortion and public health systems.
  • Demonstrated experience working in both Asia and Africa, with strong knowledge of the political, legal, and socio-cultural contexts influencing SRHR movements in these regions.
  • Strong facilitation skills and participatory research experience , including experience engaging with civil society, youth, feminist, and grassroots organizations.
  • The consultant may be based anywhere but must be available for regular virtual coordination with diverse stakeholders and partners across time zones (Africa/Asia/Eastern Time).
  • Must be bi-lingual (or have capacity in a team to produce English and French content) in English and French to enable effective engagement with partners in both regions. If not fully bilingual, the consultant must have the capacity to independently manage translations and integrate them into the process.
  • Capacity to share progress presentations, on methodology, key findings to larger consortium partners.
  • Capacity to produce 2–3 iterative drafts of the Movement Strengthening Strategy based on feedback from WGNRR and consortium partners.
