Purpose of Job
A Programme Officerís position with the main responsibility to jointly develop and implement conservation strategies and action plans, support and coordinate, and monitor and evaluate programmes and projects relating to Conservation Areas in Sarawak, as specified in the Sarawa Conservation Programme Strategy. The job also entails supporting the Protected Areas National Team in fundraising activities and capacity building programmes for work relevant to WWF-Malaysiaís thematic and landscape programmes and projects.
The Programme Officer has a direct reporting line to the Senior Programme Officer, Conservation Areas for the Sarawak Conservation Programme. The Officer shall keep in view any coordination and supporting needs with other relevant Managers and/or Team Leaders in the Sarawak Programme and the National Team in key activities such as strategic and decision making in projects and programmes, and donor relations.
The Programme Officer as part of the Conservation Department, will be guided by and is expected to contribute towards the achievement of WWF-Malaysia Strategy its relevant organizational KPI and WWF Global Goals (or their revised versions) directly or indirectly.
Key Outputs
- Effective support to the forest or national parks authorities to improve TPA management in priority conservation areas.
- Effective support to increase coverage of TPAs in Sarawak, up to the target of at least 1 million hectares.
- Coordinate and support the conservation area team to respond to biodiversity issues.
- Attend meetings/seminars/forums/workshops that promote WWF-Malaysia conservation policies and objectives.
- Effective implementation of the Sarawak Programme Conservation Area Strategy, HoB thematic programmes and projects pertaining to Protected Areas, and provide support to any other funded conservation area-related projects in Sarawak, particularly the implementation of the Community Conserved Areas (CCA) initiative in SCP's key landscapes. This includes Ulu Sungai Menyang and Gunung Lesong areas.
- Reports on the outcomes of monitoring and evaluation on co-management set ups (or other relevant tools) and implementation of the Conservation Area Strategy activities within Sarawak, including quarterly progress reports and Technical Progress Reports.
- Periodic minutes of meetings and field reports submitted to Senior Programme Officer, Conservation Areas, SCP and where applicable, Senior Project Manager of Sarawak.
- Documentation of reviews on the development of the Conservation Area work relevant to Sarawak Conservation Programme.
Major Activities
- To establish effective working relationships with protected area authorities and stakeholders to promote conservation and sustainable development in WWF-Malaysiaís focal areas.
- To develop and implement strategies, action plans, materials and activities to achieve specific targets under the Conservation Area Strategy of the Sarawak Programme Conservation.
- To prepare budget, reports, documents, presentations and other required materials to support the effective implementation of the work plan.
- To monitor and assess the effectiveness of Totally Protected Areas in Sarawak, including advocating for the inclusion of representative ecosystems and exploring recognition mechanisms such as the IUCN Green List, OECM and CCAs to enhance conservation coverage. This should be carried out in close coordination with the Conservation Spatial Planning and GIS leads to ensure ecological representativeness of forest types, ecosystems and biodiversity within Sarawak's Totally Protected Areas.
- To support the implementation of the Community Conserved Areas (CCA) initiative in Ulu Sungai Menyang, Gunung Lesong, and other identified SCP key landscapes.
- To explore potential mechanisms for the establishment of community-based protected areas in Sarawak and develop policy recommendations for consideration by the State Government.
- To serve as site mentor for the Jagoi Heritage Forest, supporting the implementation of its action plan towards IUCN Green List recognition and responsible for providing progress updates on the PIR and the technical reporting, such as TPR.
- Support to Senior Programme Officer, Conservation Areas in implementation of the Conservation Areas Strategy.
- To undertake any other assignments relevant to the overall objectives of the Conservation Areas Strategy.
