Position Summary

The Community Outreach Officer will support the implementation of community engagement, mobilization, hygiene promotion, and social and behaviour change activities under the SEHATI-WASH project across three targeted districts in NTT. Reporting to the Community Outreach Specialist, the role will work closely with communities, children and youth, people with disabilities, schools, local government, health facilities, community groups, and other stakeholders to promote meaningful participation, inclusion, ownership, and sustainable WASH practices.

The position will support field-level community outreach, participatory assessments, hygiene promotion, behaviour change initiatives, community feedback and accountability mechanisms, and capacity strengthening for the sustainable management of WASH facilities. The role will also contribute to meaningful youth engagement through the Youth Advisory Panel (YAP) and ensure community perspectives, concerns, feedback, risks, and learning are captured and communicated to the project team.

Primary Responsibilities

  • Effective Community Engagement, Participation and Ownership: Ensure meaningful and inclusive participation of communities, particularly women, children, youth, people with disabilities, and marginalized groups, in WASH planning, implementation, monitoring, and sustainability, while strengthening community ownership of WASH services and facilities.
  • Sustainable Hygiene Behaviour Change: Implement community-based hygiene promotion and social and behaviour change activities that enable households, schools, and communities to adopt and sustain safe water, sanitation, and hygiene practices.
  • Stakeholder Coordination and Social Inclusion: Maintain effective field-level coordination and relationships with communities, local government, schools, health facilities, community groups, and other stakeholders to ensure WASH interventions are inclusive, responsive, and accessible to diverse community groups.
  • Community Accountability and Sustainability of WASH Services: Ensure community feedback, complaints, participatory monitoring, and accountability mechanisms are effectively implemented, while supporting communities and WASH structures to strengthen operation, maintenance, and long-term sustainability of WASH facilities and practices.
  • Safeguarding, GEDSI and Quality Field Implementation: Ensure safeguarding, gender equality, disability and social inclusion principles are consistently integrated into community outreach and field activities, with concerns, risks, and emerging issues identified, documented, and appropriately escalated.

Profile

Qualifications And Experience

  • Bachelor’s degree in Public Health, Community Development, WASH, or a related field.
  • At least 2 years of relevant experience in community-based WASH, STBM, health, or development projects, preferably in rural areas.
  • Experience mobilizing communities, households, schools, and local stakeholders.
  • Good understanding of WASH, hygiene promotion, behaviour change, and sustainable WASH services.
  • Experience facilitating community meetings, group discussions, awareness sessions, and participatory activities.
  • Ability to promote gender equality, disability inclusion, and safeguarding, particularly when working with children and vulnerable groups.
  • Ability to work effectively with communities from diverse cultural and social backgrounds.
  • Strong communication, facilitation, coordination, and report-writing skills.
  • Good computer skills, particularly Microsoft Office.
  • Good spoken and written Bahasa Indonesia.
  • Ability to work collaboratively with the Community Outreach Specialist and wider project team.
