➔ Description of the mission

The Procurement Officer reports directly to the Senior Procurement & Risk Management Officer and works under the supervision of the INKLUSI Head of Operations and Grants (HoOG). The position is responsible for managing the end-to-end procurement process in compliance with INKLUSI’s procurement policies and procedures, as well as overseeing inventory and asset management to support effective operational delivery.

Scope of Work:

Procurement Process & Administration

  • Responsible for the procurement of goods and services in compliance with INKLUSI procurement policies and procedures.
  • Ensure consistent value for money spent and a consistent level of service to the team; participate in supplier negotiations when required.
  • Support the preparation and execution of tenders.
  • Preparing Purchase / Service Orders (PO) and processing the administrative and financial evaluation of received offers. Finalizes procurement processes with drafting of vendor purchase/service orders/contracts and submitting them for approval to the supervisor.
  • Follow up with suppliers to ensure timely delivery of goods and services.
  • Maintain a compliant and well-organised procurement filing system, ensuring all contract and supplier records are accurate and updated.
  • Conduct supplier performance evaluations.
  • Conduct market research for goods and services, proactively identifying potential suppliers.
  • Maintain updated product and supplier catalogues; monitor market trends and new suppliers.
  • Prepare procurement plans for general services, office supplies, and stationeries.
  • Maintain and regularly update the INKLUSI Procurement Management Information System.

Asset Management

  • Manage asset handovers to/from staff.
  • Perform periodic inventory checks to monitor asset location and condition.
  • Participating in analyzing the risk of assets in accordance with applicable SOPs and making office asset management strategies
  • Conduct periodic asset reviews to assess age and condition; prepare replacement plans to minimize operational risks and disruptions.
  • Maintain an accurate asset database, track asset movement, and provide regular asset accountability reports.
  • Coordinate with relevant departments to fulfill asset/work tools requirements.
  • Perform other related duties as required

➔ Profile

Job Requirements:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, Finance, or related field.
  • Minimum of 5 years in procurement, purchasing, supply chain, or relevant administrative roles.
  • Experience with tendering, vendor sourcing, contract management and asset management is an advantage.
  • Work experience in the development sector, particularly in donor-funded programs.
  • Essential Skills:
  • Strong knowledge of procurement procedures, vendor management, and asset/inventory tracking.
  • Excellent attention to detail with strong analytical and problem-solving abilities.
  • Effective communication and negotiation skills; able to build positive relationships with stakeholders.
  • Proactive, organized, and able to work both independently and collaboratively to achieve results.
