➔ Description of the mission

Scope of work

The selected consultant team will collaborate closely with CARE Vietnam and factory focal points to carry out the following activities:

1- Content Development and Design

  • Develop modular financial education content in Vietnamese aligned with project goals: (tentatively modules of: Budgeting & Planning, Savings, Responsible Borrowing, Fraud Awareness).
  • Incorporate interactive elements such as games, simulations, and quizzes (minimum 80% passing score to progress).
  • Design a learning journey with milestones, rewards, and recognition for high-performing or consistent learners.

2- Digital Learning Platform Integration

  • Host and manage content within app or platform, ensuring accessibility for all factory workers.
  • Track user participation, progress, and completion rates through a dashboard or report format.

3- Worker Engagement and Onboarding

  • Conduct at least three (3) factory visits to introduce and promote the app, onboard workers, and train key contacts (e.g., factory focal points, core worker groups).
  • Recommend suitable timing for engagement activities (e.g., during lunch breaks) to respect production schedules.

4- Monitoring, Reporting, and Adaptation

  • Collect ongoing user feedback on usability and learning experience.
  • Adjust content and engagement strategies as needed to maintain high completion rates.  Coordinate with CARE’s monitoring team to document results, lessons learned, and recommendations

Selection criteria

Both Vietnamese and international consultant team are welcome to apply.

  • The agency must have an existing e-learning app or digital platform ready to host and integrate the financial education content; development of a new app from scratch is not preferred.
  • Proven track record in implementing financial literacy, digital learning, particularly within the garment or labor sector is a plus.
  • Strong capacity in digital content design, including but not limited to gamification, interactive learning materials such as videos, quizzes, and simulations tailored for low literacy audiences.
  • Ability to collect and analyze user engagement data and report learning outcomes effectively
  • Experience conducting on-site worker onboarding sessions, training, or workshops in factory or community settings.
  • Strong coordination and communication skills for working with CARE staff, factory management, and worker groups.
