As an international cooperation enterprise for sustainable development with worldwide operations, the government owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH operates on behalf of German Ministry of Environment GIZ has a record of more than 60 years working in Thailand.

Currently, we are looking for an

Energy Advisor

for the following project:

A. Background

The project “Clean, Affordable, and Secure Energy for Southeast Asia” (CASE) is a regional project aimed at driving transformative change in the power sector across Southeast Asia towards increased ambitions with regards to climate change. CASE focuses on the four main Southeast Asian countries in terms of energy demand – Indonesia, the Philippines, Thailand and Vietnam – as well as engages in regional interventions at ASEAN level.

In Thailand, CASE is a joint endeavour by GIZ and its consortium partners, the Energy Research Institute (ERI) of Chulalongkorn University and Thailand Development Research Institute (TDRI).

B. Project scope

· Research: providing the evidence needed for sound decision-making and awareness-raising.

· Transparency: mapping activities and stakeholders relevant for the energy transition.

· Dialogue: bringing together relevant actors across the energy sector and beyond.

· Capacity-building: empowering individuals through targeted training programs.

· Communication: engaging the public in the energy transition by effectively communicating critical information.

D. Responsibilities

Under the direct supervision of the Project Director and in collaboration with CASE Thailand colleagues, the incumbent will be responsible as follows:

Technical Advisory

· Conceptualise and lead activities within the project scope outlined above.

· Conduct technical research and studies on relevant energy transition topics.

· Contribute to technical assistance activities focusing on policy advisory and capacity building.

· Support communication efforts in transforming CASE’s technical publications/activities into communication materials.

Stakeholder Engagement

· Communicate and liaise with relevant stakeholders to drive the energy transition in Thailand.

· Facilitate day-to-day communication between GIZ and consortium partners, including regular and ad-hoc meetings.

Project Management

· Contribute to CASE Thailand’s annual work plan and activities.

· Develop, organise and facilitate meetings, workshops, events, trainings, exchanges, and excursions in coordination with the team and relevant partners/stakeholders.

· Formulate terms of reference and oversee third party consultants or service providers on specific work packages to support CASE’s activities.

· Provide appropriate input and contribute to regular reports required by the project.

Other tasks

· Participate in meetings, trainings, and/or conference as requested.

· Support other activities of CASE and GIZ as needed.

E. Duty station

This position will be based in Bangkok, Thailand.

This will be a fixed-term contract for a Thai National only, starting as soon as possible and running until at least 31 March 2026, with the possibility of extension upon satisfactory performance.

Profile

A. Qualifications

· Thai nationality only

Education:

· Master’s degree in energy, sustainability, environmental science, economics or a related field (other degrees with relevant practical experience are also eligible for application).

Work Experience:

· At least 7 years of professional experience.

· At least 5 years of working experience in the energy sector.

· Experience in policy advisory or research work related to the project’s requirements would be a strong asset.

· Experience working with energy public stakeholders (e.g. MoEN, EPPO, DEDE, EGAT) or international organisation (e.g. UN, ASEAN, GIZ) is highly desirable.

Technical Knowledge and Skills:

· A solid understanding and overview of the energy system and market in Thailand is required.

· Strong understanding of one or several of the following issues would be a strong asset: renewable energy, low-carbon technology, green finance, fossil fuel industry, power markets and regulation, grid infrastructure, energy efficiency, and business models in future energy systems.

· Excellent project management and organisational skills, including time management planning and tracking processes is required.

· Excellent command of Thai and English in writing and speaking.

· Proficiency in ITC technologies (related software) and computer applications (e.g. MS Office).

Personal Competency:

· Ability to work independently and in teams with both internal and external experts.

· Excellent presentation and communication skills; negotiation and moderation skills are an advantage.

· Ability to manage multiple initiatives and priorities within specified timeframes.

· Proven ability to conceptualise, plan and execute ideas as well as transfer knowledge and skills.

· Excellent interpersonal skills with likable personality.

· Team player capable of handling challenges, pressure and deadline with a positive attitude.

· Social, intercultural understanding and interest, flexibility, and a sense of diplomacy (ability to work in a politically sensitive environment).

· Highly motivated and adaptable to rapidly changing priorities, able to deliver high-quality work products.

· Willingness to upskill as required by the tasks to be performed.
