Program Background

Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment which has been extended for 3 years, until February 2026.

Prospera aims to achieve three outcomes:

  • Expanding markets, creating jobs – including building a robust private sector through a sound enabling environment; Growing jobs, capital and technology through trade and investment
  • Safeguarding economic and financial stability – including ensuring a strong foundation for growth through balanced macro-financial policy; strengthening financial system integrity through supervision and literacy
  • Improving public finances and government performance – including more revenue and better spending through improved policy and systems; improved government performance through data and public integrity bodies

The Role

The Public Sector Performance (PSR) Team Lead will lead and manage the PSR Team, under the guidance of the Head of Breakthrough Area Three (BT3).

In this role you will identify opportunities and provide strategic directions that deliver an integrated program of work.Your work will promote principled public sector management and explore efficient ways to use digital technology that enable effective and responsive public services.

In this position you will utilise your proven ability to research, comprehend and clearly communicate best practice recommendations to various audiences. You will be expected to build trusted and influential relationships with senior members of government and lead a high performing team. You will need contribute to and implement an annual activity plan that delivers lasting and impactful results.

As the Team Lead, you will have a deep understanding of the key reform initiatives across Indonesia. You will work closely with senior government officials, technical advisors, and (where relevant) leverage Australian partnerships to support the capability and growth of Indonesia’s public sector institutions to deliver reform.

This role demands a mix of technical, strategic, management, communication and leadership skills. The ideal candidate will need a strong desire to contribute your knowledge, experience and expertise in public sector and policy reform.

Profile

About You

The ideal candidate will possess strong qualifications and experience as follows:

  • Senior level academic qualifications in social or political science, public administration or a similar discipline.
  • Minimum of 8 years’ experience working in the public sector or in large institutions, with a focus on policy reform and institutional effectiveness.
  • Deep understanding of governance and integrity of public sector institutions, including key reform initiatives for Indonesia and best practices.
  • Experience working with high level Indonesian government officials, counterparts and stakeholders in developing, communicating and implementing reform.
  • Demonstrated skills in data analysis and the provision of data driven policy advice.
  • Experience working across complex policy areas to achieve influence, affect buy-in and shape outcomes.
  • Understanding of the whole‑of‑government policy making process and familiarity with government decision-making mechanisms in Indonesia.
  • Excellent written communication skills in English and Bahasa, with the ability to produce high-quality reports, briefs, and other documents.

Remuneration

The remuneration will be set according to National Remuneration Framework Group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This position is a long-term position, open for National Indonesian applicant.
