➔ Description of the mission

Position Summary

The Programme Officer (PO) for the Philippines will lead the grant portfolio in the Philippines, driving partnership management, capacity strengthening, and meaningful youth engagement initiatives. This part-time, remote position reports to the Regional Programme Director and is responsible for strengthening relationships with grantee partners, ensuring compliance, and advancing EMpower’s impact in the region.

Key Responsibilities:

Grant-making & Partnership Management (40%):

  • Maintain proactive engagement with grantee partners through regular check-ins, feedback on reports, and support for organisational learning.
  • Identify and vet new partners, ensuring alignment with EMpower standards.
  • Review, negotiate, and conduct due diligence on proposals; conduct field visits as needed.
  • Prepare concise grant summaries for diverse audiences.

Community of Practice (CoP) (20%):

  • Co-design and facilitate a youth economic well-being CoP with local partners to foster cross-learning and collaboration.
  • (Co)organise and (co)lead at least two annual convenings (virtual or in-person).
  • Document and report key learnings and action points from CoP activities.

Capacity Strengthening & Meaningful Youth Engagement (30%):

  • Support partners in integrating mental health and wellbeing, and safeguarding measures for children and youth.
  • Assist in designing and implementing meaningful youth engagement initiatives, coordinating technical support and resources.
  • Track and report on participation and outcomes of capacity strengthening activities.

Impact & Influence (10%):

  • Guide partners in applying EMpower’s impact measurement framework and collecting relevant data.
  • Provide contextual insights to the Impact and Influence, and Development teams.
  • Represent EMpower at webinars and events as assigned.

Remuneration:

This is a part-time role (50%) with a remuneration of USD 20,000 per annum. Monthly deliverables will be determined through mutual agreement.

Working Location & Schedule:

This is a fully remote position with some in-country travel required.

EMpower's core operating hours are 9am to 5pm, Monday through Friday. The exact working schedule for this part-time position will be mutually agreed upon to accommodate both organizational needs and individual availability.

➔ Profile

Required Skills & Experience:

  • Minimum 5 years’ experience in programme management, grant-making, or partnership management in the Philippines.
  • Proven track record in youth empowerment, gender equity, and capacity strengthening.
  • Strong interpersonal, facilitation, and communication skills.
  • Familiarity with youth mental health and wellbeing is considered an asset.
  • Fluency in English and Tagalog.
  • High organisational skills and attention to detail.
  • Ability to work independently and virtually across countries.
  • Proficiency in Microsoft Office; experience with Fluxx is an advantage.
