➔ Description of the mission

Position Summary

The Program Officer will assist with scaling up the Clean Energy Fellowship (CEF), implemented in Phnom Penh and Siem Reap. This program equips early- and mid-career professionals with clean energy knowledge, field exposure, and grant opportunities. The role will also support the Clean Energy Internship (CEI) to provide hands-on experience to students and fresh graduates, and contribute to a three-year skills ecosystem project funded by Liechtenstein Development Service (2025–2027). Additionally, the officer will support Clean Energy Week (CEW), an annual event to highlight clean energy innovations and collaboration.

Duties & Responsibilities

  • Support effective program design, implementation, and evaluation.
  • Manage administrative tasks (venue, catering, logistics).
  • Assist with procurement and finance documentation in compliance with policies.
  • Maintain strong relationships with stakeholders (donors, partners, participants).
  • Work with Communications to enhance program visibility.
  • Support delivery of CEI and CEF, including some work outside regular hours and travel.
  • Prepare and track program budgets with the Program Coordinator.
  • Support design and data collection for evaluation tools and prepare M&E reports.
  • Assist with donor reporting and draft program report sections.

Expected Profile of Candidates

Qualifications:

  • Bachelor’s Degree in Environmental Science, Engineering, Sustainability, Public Policy, Development Studies, or related field.

Skills & Knowledge:

  • 1–2 years of experience in program coordination or project management.
  • Strong written and oral communication skills in English and Khmer.
  • Proficiency in Microsoft Office and online tools.
  • Experience in program reporting, monitoring & evaluation, and budget support.
  • Strong organizational and time-management skills.
