Project Overview
This consultancy focuses on supporting a proposal for a McGovern-Dole (MGD) program funded by the United States Department of Agriculture (USDA). The successful consultant will play a key role in ensuring the proposal meets all USDA MGD technical and proposal guidance requirements.
Key Responsibilities
- Review and Update MGD Proposal Materials:
- Familiarize yourself with core USDA MGD documents (Learning Agenda, Indicators, Results Framework,etc.) and recent program documents.
- Analyze past MGD proposals and feedback to identify areas for improvement.
- Update the formative assessment tools based on the final target area (if applicable).
- Lead analysis of formative assessment data and summarize the results for proposal design.
- Design Workshop Participation:
- Participate in the full design workshop (potentially virtual or regional).
- Lead M&E sessions during the workshop, including presenting formative assessment results, discussing USDA MGD requirements, and developing the proposal's M&E plan.
- Develop M&E Proposal Sections:
- Draft the results framework, indicators, and evaluation plan for the proposal, aligning with the USDA MGD requirements and learning agenda.
- Recommend M&E budget resources, including staffing, partnerships, platforms, and tools.
- Communication and Collaboration:
- Participate in ongoing meetings with the proposal design team and the GC MELI team.
Deliverables
- Participation in team calls and meetings.
- Participation in the design workshop (travel subject to approval).
- Developed and revised M&E proposal sections (Results Framework, Evaluation Plan, Indicator Table, and budget recommendations).
