PURPOSE

  • Act as the primary coordinator of RE-ACT project to oversee scheduling, track progress, and ensure alignment across all workstreams. Proactively identify and address risks or delays to maintain smooth project execution, ensuring deliverables are achieved within the established scope, timelines and budget.
  • Acting as the central point of communication among team members, stakeholders, and partners to ensure clarity and alignment of objectives.
  • Responsible in ensuring all activities under RE-ACT project comply with organizational guidelines, donor requirements, and relevant regulations. Ensure the efficient use of resources, including budget, scope, and timeline, to optimize project delivery and maintain accountability.
  • Oversee the implementation of complex workstream and activities, ensuring alignment with established timelines, budgets, and quality standards.
  • Maintain strong communication with project donors, providing regular updates on progress, challenges, and achievements.
  • Ensure donor requirements and expectations are integrated into project planning and execution.

ENGAGEMENT

  • Lead consultations with government agencies, project donors, and other stakeholders to ensure alignment with policy frameworks and donor expectations.
  • Collaborate with government agencies to secure necessary approvals, and endorsements as required.
  • Coordinate stakeholder dialogue by arranging and document discussions with a diverse set of stakeholders, from policymakers to private sector representatives, to gather insights and ensure alignment with RE-ACT project outputs.
  • Collaborate with GGGI's national and international teams to ensure seamless integration of technical expertise into project outputs. Work closely with consultants, vendors, and partner organizations to manage project logistics.
  • Provide ad-hoc support as member of the integrated GGGI Energy Team to GGGI technical teams and operations for documentation and logistics in the development of the GGGI project portfolio. Carry out other ad hoc assignments in line with GGGI's mandate and targets for Indonesia.
  • Assisting and coordinating the provincial work with the GGGI provincial representatives related to RE-ACT project.
  • Engage closely with relevant stakeholders in energy sectors to enhance their skills, knowledge, and capabilities.
  • Coordinate with GGGI colleagues in other countries especially those working on the Energy programs/projects.

DELIVERY

  • Independently organizes activities for output delivery, manages a small technical team (consisting of GGGI staff members and consultants), and meets tight deadlines.
  • Provides analysis and technical input into the review, development and qualitative and quantitative assessment of energy policies and strategic planning documents that form a coherent policy and regulatory framework for accelerated RE investment.
  • Coordinate and assist in research, data collection, and analysis of renewable energy policy options, contribute to evidence-based recommendations that strengthen Indonesia’s renewable energy landscape and align provincial energy plans with national targets.
  • Develop and maintain project plans, including schedules, resource allocation, and risk management strategies.
  • Responsible for collecting, organizing, and analyzing data related to renewable energy policies, capacity building and derisking workstream. Prepare background materials, presentations, and summary reports to assist the Energy Lead in decision-making and implementation
  • Supports the review of existing legislative and institutional frameworks including identification of gaps, necessary changes or additional legislation needed to implement the revised or new energy plans, policies, and financing instruments.
  • Prepares briefing notes and analytical input to support GGGI's energy sector work in Indonesia
  • Effective and efficient management and ability to adapt project cycles in anticipation of multiple challenges and bottlenecks in service delivery.
  • Monitors the planning of resources and timeframes relevant to the RE-ACT project and ensures timely delivery of outputs to the Government of Indonesia.
  • Organizes relevant training workshops and focal group discussions with stakeholders and document best practices and experiences to share within GGGI and with partners.
  • Prepare various documents (or portions of documents) such as high-quality reports, presentations and proposals to support project design, institutional capacity-building,internal and external program reporting and for donors and stakeholders
  • Uphold GGGI’s values.
Profile

Qualifications

REQUIREMENTS

The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials. The position requires extensive experience in Indonesia’s renewable energy sector. Excellent knowledge of Indonesian policy and governance in the energy sector, financing instruments that stimulate investments in renewable energy, and multi-stakeholder collaboration is needed.

Specifically, the application should provide convincing evidence of the following:

  • A bachelor's degree in Renewable Energy, Environmental Science, Engineering, or equivalent. Advance degree (master's or equivalent) is preferred.
  • A minimum of six (6) years of relevant professional experience in renewable energy related to policy design, planning, techno-economic analysis or engineering with managerial and budget responsibilities.
  • A proven track record in leading policy development and strategic planning, evidence-based decision-making, research, analysis and project design for the energy sector.
  • Solid understanding of energy sector analysis, planning, policy development, and financing with a particular focus on renewable energy is a requirement.
  • Demonstrated ability to lead multidisciplinary teams and manage multiple stakeholders effectively.
  • At least five years of project management experience and familiarity with bilateral and multilateral organizations.
  • Excellent Indonesian and English writing skills is a must, writing examples might be requested as part of the selection procedure.
  • Understanding of the socio-political and cultural contexts of Green Growth governance in Indonesia

WORKING CONDITIONS

  • Renewable Energy Officer is an X8 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
