About Healthy Futures Global

Healthy Futures is a US-based non-profit organisation run by the two Co-Executive Directors, Dr Keyur Doolabh (based in Australia) and Nils Voelker (Germany). The non-profit aims to reduce the burden of mother-to-child transmission of HIV and syphilis in the Philippines. We aim to do so by supporting the roll-out of dual HIV/syphilis tests in prenatal clinics.

Why do we focus on syphilis in antenatal care? Because it is very cost-effective. Testing and treating a pregnant woman only costs around ₱100, and prevents outcomes such as stillbirths, neonatal deaths and lifelong disability.

Job Overview

Healthy Futures Global is seeking a Health Policy Officer, acting as lead technical writer of health policy documents for, and in partnership with, the Department of Health. The candidate will be involved in integrating maternal HIV and syphilis testing into a national program, UHC/PhilHealth, and will participate in meetings with national policymakers. The candidate will be supervised by our Country Lead.

How you will make a difference

You will be at the forefront of creating a national program for the improvement of pregnant women’s health, in collaboration with the Department of Health. Your expertise in steering the policy-making and budgeting process will vitally contribute toward integrating HIV/syphilis testing into the standard of care, and support a countrywide roll-out. Your role with us will make a lasting impact, helping shape a healthier future for countless pregnant women and their children.

Responsibilities

Document writing

  • Google Docs: Draft policy briefs, memoranda, terms of reference, and funding proposals for government agencies and stakeholders.
  • Google Slides: Create clear and compelling presentations for meetings with policymakers and stakeholders.
  • Google Sheets: Analyze data, prepare reports, draft and analyze budgets, and cost-effectiveness calculations for the HIV/syphilis screening program.

Meeting participation

  • Represent Healthy Futures Global in meetings with the Department of Health, PhilHealth, and other national agencies.
  • Provide technical expertise and policy recommendations during discussions with legislators, budget officials, and health policymakers.
  • Coordinate with stakeholders to ensure alignment on policy goals and program implementation.

Support for Country Lead and Executive Directors

  • Take meeting notes and draft emails to stakeholders
  • Manage bureaucratic processes, including local organization registration and filing paperwork at banks, government offices, and other institutions.
  • Provide flexible assistance with any emerging tasks to keep projects running

Travel and Logistics

Healthy Futures will provide reimbursement for transportation, accommodation other expenses for work-related travel

Details

  • Expected hours: Full-time, 40 hours per week
  • Location: working from home, from Luzon (Metro Manila preferred), Philippines
  • Duration: 6 months, from March 2025 to September 2025 (4 weeks probation, paid). Possibility to extend duration beyond September 2025
  • Monthly salary: 30,000 – 70,000 PHP, depending on role fit and employee needs. This excludes expenses and a per diem for travel. We aim to extend the contract beyond the given period.
  • Legal: contractor for an international NGO. Contractor will be responsible for tax payments and other benefit contributions

Preferred qualifications

Kindly note that the below are preferred qualifications. We don’t expect every candidate to meet all of them. We encourage you to apply if you tick at least three of them, even if you are unsure.

  • +2 years of experience in policy or health research
  • Familiarity with the prenatal care system and HIV/syphilis screening procedures, and Philippine policy and budgeting processes, including DOH, DBM, DOF, Congress, BTr
  • Excellent document writing and data analysis skills in the Google Suite (Slides, Sheets, Docs), including attention to detail, precise language, and visually appealing formatting
  • Excellent communication, coordination, and problem-solving abilities - C1 English proficiency (no certificate required). Fluent Tagalog preferred
  • Producing outputs reliably and independently
  • Ability to adapt and thrive in a dynamic environment, juggling multiple projects with evolving scopes and priorities while staying focused on impact.
