* Develop a logic model for the project’s pathway of change.
* Review and finalize project frameworks (Logical Framework, Theory of Change,
Results Framework).
* Assist in drafting and finalizing concept notes and project proposals.
2. Planning
* Align M&E activities, budget, and schedules with the project plan.
* Identify and design data collection tools.
* Draft the project’s work/implementation plan, including M&E activities.
* Decide on data collection methods based on project indicators.
* Choose a sampling method.
* Create templates for recurring data recording activities.
* Distribute responsibility for data gathering.
* Determine and analyze data usage.
3. Data Management
* Oversee data collection, cleaning, storage, analysis, and utilization.
* Implement M&E activities from the project work plan.
* Prepare collected data for assessment.
* Conduct reviews to identify learning points.
* Design transmittals and templates.
* Maintain copies of relevant project files (both hard and electronic).
* Organize formal project review meetings.
* Secure all Means of Verification (MOVs).
**Coordination with Data Management Team:**
* Address program/project data requirements and data collection tools.
* Set up databases and privacy protocols.
* Centralize filing of MOVs (digital and hard copies).
* Summarize data for donor, organization, and stakeholder reports.
4. Reporting
* Draft initial project progress reports for management and accountability.
* Draft narrative donor, bulletin, and annual reports (in collaboration with the project
team).
* Draft project documents (e.g., requests for extension/realignment).
**Sign-off Process:**
* Human Rights projects: Long-term projects require M&E Coordinator sign-off.
* Economic Rights projects: Short/medium-term projects, excluding Right to Health,
require M&E Coordinator sign-off.
* Rights in Crises and Emergencies projects: Short/medium-term projects, excluding
IBRIDGE, require M&E Coordinator sign-off.
**Evaluation Decision-Making:**
* Define evaluation purpose, key questions, and methodology with management
and project teams.
5. Project Assignment
* M&E Officer may be assigned a maximum of:
* 3 long-term projects OR
* 5 medium/short-term projects.
Administrative & Other Responsibilities
* Guide M&E Assistant(s) on daily M&E tasks for assigned projects (if applicable).
* For PE employees: Submit weekly attendance logs.
* For PSC employees: Submit bi-weekly Accomplishment Reports.
* Attend M&E, project, and organizational meetings and events.
* Draft finance/admin documents (activity reports, cash advances, liquidations,
reimbursements) as required.
* Perform additional tasks as assigned by the Executive Director, M&E Program
Manager, or M&E Coordinator.
* Adhere to all the organizational policies of IDEALS, such as but not limited to the
directional and operational
* Abide to the safeguarding responsibilities in accordance to the PSEAH policy
Qualifications:
- Minimum of Bachelor's degree in political science, community development, social
work, development communications, development studies, or any related field
- Must be willing to conduct fieldwork
- Must have good command of Tagalog and English (written & spoken)
- At least one (1) year of experience in development work, specifically in project
monitoring and evaluation (M&E)
- Familiar with development project cycle
- Has extensive experience in managing and conducting data gathering (e.g. surveys,
interviews), validation, and analysis
- Has excellent writing and verbal communication skills
- Able to work and submit outputs promptly with minimal supervision
- Experience working with human rights projects is an advantage
