YOUR ROLE
The Program Officer supports the planning, implementation, and management of OML’s programs and projects, from initial community engagement and project development through implementation, monitoring, evaluation, and reporting.
The role works closely with the Program Director, partners, donors, community leaders, local government units, and project teams to ensure that projects are delivered effectively, on time, within budget, and in alignment with OML’s mission and commitments to partners and donors.
The Program Officer will also contribute to partnership development, fundraising, community engagement, and the continuous improvement of OML’s programs.
DUTIES AND RESPONSIBILITIES
Program & Project Management
- Lead the planning, coordination, and implementation of OML projects for current and future partners.
- Develop project workplans, timelines, implementation plans, and other project management tools.
- Coordinate with internal teams, partners, suppliers, contractors, and other stakeholders to ensure smooth project implementation.
- Monitor project progress, identify risks or delays, and proactively recommend solutions.
- Manage project resources and support the monitoring of project budgets and expenses to ensure efficient use of funds.
- Coordinate logistics and operational requirements for site visits, installations, distributions, project launches, and other program activities.
- Ensure that project activities are implemented in accordance with approved plans, agreements, organizational policies, and donor requirements.
- Conduct post-project reviews and document lessons learned and recommendations for future projects.
Community Engagement & Partnerships
- Develop and maintain strong relationships with community members, local leaders, schools, local government units, businesses, NGOs, and other stakeholders in OML partner communities.
- Conduct community assessments, site visits, and consultations to understand needs and identify opportunities for intervention.
- Support the identification, assessment, and development of potential project sites and community partners.
- Support the Program Director in developing and maintaining strategic partnerships that strengthen OML’s programs and impact.
- Coordinate with donors and partners on project requirements, timelines, deliverables, and implementation updates.
- Support fundraising campaigns, grant applications, proposals, and donor engagement activities as needed.
Monitoring, Evaluation & Impact
- Develop and implement appropriate monitoring and evaluation processes for OML programs and projects.
- Establish project indicators, targets, and monitoring tools in coordination with the Program Director and relevant stakeholders.
- Conduct baseline assessments, project monitoring, and post-project evaluations where appropriate.
- Collect and organize quantitative and qualitative data to measure project outputs, outcomes, and impact.
- Gather beneficiary feedback, testimonials, and lessons learned to inform program improvement.
- Track project deliverables and ensure that reporting requirements are completed accurately and on time.
Reporting & Documentation
- Prepare project reports, donor updates, presentations, proposals, and other program-related documents.
- Maintain complete and organized project files, including agreements, workplans, budgets, monitoring data, photos, beneficiary information, and other supporting documentation.
- Coordinate with the Communications & Visibility Officer to ensure that project stories, photos, testimonials, and impact information are properly documented.
- Ensure that project documentation is accurate, timely, and aligned with donor and organizational requirements.
- Contribute to the development and improvement of OML’s program systems, templates, and processes.
Capacity Building & Sustainability
- Support the development and delivery of orientations, training sessions, and capacity-building activities for community leaders, beneficiaries, and local stakeholders.
- Facilitate training on the proper use, maintenance, and safety of solar energy systems when required.
- Work with communities and partners to promote the sustainability and long-term use of implemented projects.
- Monitor the sustainability of completed projects and identify opportunities for follow-up support or improvement.
Additional Responsibilities
- Stay updated on trends, innovations, and relevant policies related to renewable energy, rural development, climate resilience, and community development.
- Ensure compliance with relevant local regulations, donor requirements, partnership agreements, and OML policies during program implementation.
- Represent One Million Lights and high-value donor teams in a clean, courteous, and professional manner.
- Support organizational events, fundraising activities, and other initiatives where program expertise is required.
- Undertake any other tasks, duties, or responsibilities assigned by the Program Director, through formal or direct instruction, that contribute to the successful execution of OML’s mission and programs.
