ROLE PURPOSE
The Programme Development Manager leads the design and development (and implementation when required) of high-quality, evidence-based and results-oriented of new programme initiatives. The position translates programme evidence, contextual analysis, partner and Plan priorities; and, donor requirements into compelling development project designs using a results-based management (RBM) approach, including Theory of Change, results frameworks, logical frameworks, indicators, baselines, targets, risk analysis, sustainability and value-for-money considerations.
Working closely with the Programme Director, programme technical leads, MERL, finance, grants, communications, local partners, National Offices and the Asia Pacific Regional Hub, the role ensures that new project ideas are strategically aligned with Plan Thailand’s country strategy, donor priorities, safeguarding standards, gender equality and inclusion commitments, and organisational cost recovery requirements. The position contributes to a strong and diversified funding pipeline by developing donor-ready concept notes, supporting proposal development processes, and strengthening internal and partner capacity in project design and RBM.
DIMENSIONS OF THE ROLE
- Lead and coordinate the development of high-quality concept notes and proposals for development and, where relevant, humanitarian-development nexus projects.
- Apply results-based management principles to project design, including problem analysis, stakeholder analysis, Theory of Change, results hierarchy, logical frameworks, indicators, baselines, targets, assumptions and risks.
- Translate programme learning, evaluations, evidence and community/partner consultations into fundable project concepts and scalable programme models.
- Support donor positioning by developing tailored concept notes, pitch documents, capacity statements and donor presentations aligned with donor priorities.
- Coordinate cross-functional proposal teams, ensuring timely inputs from programme, MERL, finance, grants, safeguarding, GEDSI, communications and implementing partners.
- Contribute to the proposal pipeline and opportunity tracking, in collaboration with resource mobilisation colleagues, National Offices and the APAC Regional Hub.
- Support the development of country, multi-country and regional funding opportunities aligned with Thailand programme priorities.
- Strengthen the capacity of programme staff and partners on RBM, concept note development, logframe design and donor-responsive proposal writing.
