➔ Description of the mission

Essential Functions

The Manager for Data for Decision-Making reports to the Director for Science and Marine Governance and will be responsible for:

  • In collaboration with Philippines and global teams, develop, test, and execute strategies to improve comprehensiveness and quality of data collection
  • Manage and troubleshoot issues with multiple data sources, data streams, and data sets.
  • Foster a learning culture by leading data analysis to derive actionable insights for Rare and its partners
  • Create intuitive data visualizations and dashboards to communicate findings to diverse stakeholders
  • Lead Monitoring, Evaluation, and Learning (MEL) activities including donor reporting, in collaboration with the Global MEL director
  • Lead analysis to deliver data-driven recommendations for program design, implementation, and policy advocacy
  • Develop training program, materials and lead the conduct of workshops to enhance data literacy for staff and implementing partners
  • Manage Associate for Data and Research
  • Other duties may be assigned from time to time

➔ Profile

Experience and Education

  • Bachelor’s or Master’s degree in social science, natural science, or statistics
  • Proven experience in all aspects of research including developing research design, primary data collection, troubleshooting, data cleaning, analysis, insights generation, and reporting
  • Fluency in statistical analysis software such as R
  • Familiarity on the use of data visualization software i.e., PowerBi and equivalent
  • Experience in conducting training on technical topics for non-technical audiences
  • Exceptional organizational skills to prioritize projects and initiate follow-through with meticulous attention to detail.
  • Proven ability to understand statistical models and assumptions and apply them in appropriate situations for practical use.
  • Proven ability on Monitoring, Evaluation, and Learning principles including Adaptive Management
  • Willingness to travel for 60% of the time.
  • Excellent interpersonal and communication skills, verbal and written, including the ability to effectively engage with staff and partners at all levels in a fast-paced work environment.
  • Sound business judgment and ability to manage shifting priorities and competing deadlines to ensure accuracy and high-quality standards while applying a system’s view of outcomes and impact.
  • Prior experience in an international, cross-cultural work environment is essential, and a willingness to work flexible hours as needed.
  • Written and verbal fluency in English.
  • Familiarity with the use of AI in data management and analysis is a plus.
