KEY AREAS OF ACCOUNTABILITY:

  • Responsible for the overall management of the project including technical, administrative, financial, operational and logistical management
  • Liase with GPE as the donor for technical and financial implementation of and reporting on programming
  • Work closely with Chief of PSPO and PIC to support strategic donor engagement and resource mobilization
  • Ensure compliance with donor regulations, and procedures, including compliance with all Special Conditions and Conditions Precedent in the Grant Contract.
  • Oversee the control of expenditures within budgets.
  • Actively participate to align GPE program with Country Strategic Plan (CSP) 2025-2027 for related Strategic Goals and Enabler Goals.
  • Contribute to ensuring all project staff are aware and are actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners
  • Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors.
Profile

QUALIFICATIONS AND EXPERIENCE:

  • Recommended a minimum of 15-year management experience in a corporate or an NGO environment, including significant field operations experience running both emergency and development programs
  • Master degree in Education, preferably PhD degree
  • Robust experience of leading consortium type of projects
  • Robust experience of program cycle management, and with experience of working within a complex and matrix organisation structure
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others
  • A very good understanding of education and advocacy programs, with specific context for Indonesia
  • Having good relationship and networking with Ministry of Education Culture Research and Technology (MoECRT), Ministry of Religious Affairs (MoRA), and Ministry of National Development Planning (Bappenas)

EXPERIENCE AND SKILLS:

Essential

  • Five (5) years’ experience as Chief of Party, senior management position, or equivalent, or 8-10 years of experience as the Deputy Chief of Party (DCOP) leading implementation of large international donor programs
  • Experience in leading complex consortium program with total budget of minimum US$ 25 million life-of -project.
  • Demonstrated knowledge and application of relevant DFAT and Global Partnership for Education (GPE) policies and strategies.
  • Ability to develop effective working relationships with GPE as international donor, government officials, civil society organizations, implementing partners, and other education stakeholders.
  • Knowledge/experience with DFAT and Global Partnership for Education rules and regulations required.
  • Significant knowledge of education program, advocacy, institutions and donors, and of procedures, accountability frameworks and best practices
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyse information, evaluate options and to think and plan strategically
  • An in-depth understanding of national and international development issues in particular in relation to children well-being, especially in children education and development
  • Strong skills and proven experience in change management processes
  • Excellent interpersonal, communication and presentation skills
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable

  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Advanced fluency in both English and Indonesian desirable
