Background Program

Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program aimed at accelerating improvements in literacy, numeracy, and character education for preschool and primary school students in 8 districts across 4 provinces in Indonesia. Targeting 560 schools, this 4 year program is funded by the Global Partnership for Education (GPE) through its Multiplier Grant., KREASI is implemented by Save the Children, appointed as the Grant Agent with the endorsement of the Mitra Pendidikan Indonesia/Local Education Group (MPI/LEG), a consortium of 17 international and local education organizations. Working in collaboration with national 7 partners, KREASI represents an exciting opportunity to further Indonesia’s national education goals, given its alignment with the Merdeka Belajar initiative, emphasizing personalized, holistic, and sustainable education.

ROLE PURPOSE:

KREASI Head of Program will lead overall Program team in National level, and provides strategic oversight and leadership for KREASI program including Learning, Impact, Ecosystem, and Policy through programming model and technical guidance by conducting of a critical project management process to make sure all KREASI program activities are on track both in terms of delivery time and qualities set in the right way and performing according to the parameters set in the programs .

KREASI Head of Program will ensure the smooth coordination with KREASI Head of Operations who manages all KREASI Regional Managers and District Coordinators as well as all Local Implementing Partners, and will have direct reporting to Deputy Chief of Party. S/he will also support Deputy of Chief of Party in managing smooth coordination, communication and regular discussion with GPE Indonesia Co-Chairs and Local Education Group (LEG) members.

KEY AREAS OF ACCOUNTABILITY:

Strategic Vision and Leadership

  • Lead the program design and development of KREASI program strategy, consistent with organizational goals and ensure that the program remains relevant to the external environment and the needs of all children, with a focus on the most marginalised.
  • Provide strategic vision and direction to KREASI programme design and development in Indonesia with a focus on education and child protection areas in basic education and early childhood care and development level for both schools under Ministry of Education and Ministry of Religious Affairs.
  • The development of an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables KREASI staff and local implementing partners to deliver outstanding results for children.
  • Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including National Office program design and development, REALM, advocacy communication and campaign program.
  • Share good practices and lessons learned from KREASI programs in Indonesia with other programs and operations staff within Save The Children network as well as GPE Local Education Group (LEG) members through Deputy Chief of Party.

Program management of strategic initiatives and innovative programs

  • Day to day management of the KREASI program portfolio including pilot programs and coordinating with Head of Operation, for adequate technical support for the program implementation to evaluation, particularly in the pursuit of scaling and iteration of existing intervention
  • Ensure meaningful child participation in all area program supervision[1] .
  • Monthly reporting of program development success and challenges to KREASI Deputy Chief of Party including for strategic piloting programs.

Actively involved in developing and implementing high quality programs:

Responsible for overall coordination of KREASI program design and development within KREASI program team, Save The Children team in related areas to achieve Strategic Goal 2 in Education and 3 in Child Protection within Country Strategic Plan (CPS) 2025-2027, also with DFAT-INOVASI team to ensure high-quality programming according to the program commitment with GPE, DFAT-INOVASI, Co-Chairs, Steering Committee, by also referring to Indonesia member strategy, thematic and area strategies and Quality Framework.

  • In close coordination with the Deputy Chief of Party and Head of Operation to ensure that all programs progress is in accordance with awards agreements, are completed within time and on budget.
  • Provide necessary support to designing cost effective, innovative and high-quality programs to serve most deprived children, in close collaboration with KREASI Head of Operations as well as other Save The Children Indonesia Departments.
  • Ensure integration of Child Safeguarding into program work as per foreseen design (including proper risk assessments of program activities with mitigation measures) to ensure safe environment for children.
  • Lead the selection and assessment process of KREASI external collaborators / consultants for program development if required.
  • Ensure information exchange with KREASI program’s key local government officials and other key stakeholders to maximize their participation in the program design and development, delivery & advocate for sustainability and scale up of Save the Children good practices.

Financial Management:

  • Work together with the KREASI Deputy Chief of Party and Finance and Awards units on annual project budgets and monthly projections for program cost.
  • Ensure effective and efficient use of KREASI Program resources in line with Save the Children policies and procedures and GPE requirements.
  • Serve as overall KREASI program budget holder for programming, including pilot and innovative program, also other collaboration in national level in particular.
  • Regularly monitor KREASI program budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections for Program Cost.
  • Ensure the application of appropriate controls for KREASI program resources including accurate tracking of all expenditures for Program Cost.

Facilitating Transformational Change:

  • Lead in promoting an environment of continuous learning, where KREASI program staff including Local Implementing Partners are encouraged and supported to grow and develop and are willing to be held accountable for their commitments, in coordination with KREASI Head of Operation.
  • Promote culture of high performance through implementing necessary processes to measure performance against key indicators at KREASI program in national and field office in coordination with KREASI Head of Operation.

Staff Management, Mentorship, and Development – Program Implementation:

  • Manage KREASI program team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Manage KREASI program performance of all staff in the National Office through:
  • Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
  • Coaching, mentoring and other developmental opportunities.
  • Recognition and rewards for outstanding performance.
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans. To be responsible for the work and professional conduct of staff and ensure that appropriate expertise is developed and maintained through continuing professional and personal development.
  • Manage KREASI program team and ensure staffs capacity building are available to support professional development opportunities for staff

Profile
  • Minimum 10 years of education field experience, with preferably expertise in strategic thinking, program design and development, project management, monitoring and evaluation
  • Project management experience and skills in project design, especially in integrated programs with understanding of education and child protection policy and program environment in national and sub national levels, with a proven history of delivering results.
  • Knowledge and experience of effective financial and budgetary controllability to analyse information, evaluate options, and to think and plan strategically.
  • Experience managing and developing a diverse team, facilitating and engaging with various stakeholders, motivating and building capacity of internal and external team, including for local implementing partners related to program.
  • Experiences working with high level government agencies, civil societies, NGOs and academics on issues related to education, child protection, GEDSI, and climate changes issues.
  • Experiences in working in inclusive education area, including skills in developing gender transformative design, also strong knowledge in climate change in education issues.
  • Self-starter with an interest in innovation and understanding of design thinking
  • Experience in building and testing value cases for new programs and of achieving sustained change at the national level as well as in the sub national level, using a range of tactics.
  • Excellent interpersonal, communication, negotiation, and presentation skills, fluency in written and spoken Indonesian and English
  • Commitment and understanding of Save The Children’s aims, values, and principles including right-based approaches, also DFAT-INOVASI and GPE principles.
