About Scale Welfare

We are a young, highly-driven NGO dedicated to improving farmed fish welfare in the Philippines. Rooted in the principles of Effective Altruism (EA), we strive to maximize our impact through evidence-based interventions. Our in-country support currently consists of two contractors.

Following extensive scoping research throughout 2025 (you can see the report here), our current priority for 2026 is promoting the implementation of effective ice slurry slaughter to improve the welfare of tilapia farmed in Luzon - more detailed information about this intervention can be found here.

While this is our primary focus, we remain agile. If we identify a more tractable, scalable, or impactful intervention, we are open to pivoting.

About the role

During our first year of operations, our remote Co-Founders managed a small team of three local contractors to meet our short-term goals. As we enter our second year, we are seeking a versatile Country Lead to act as an extension of the founding team on the ground.

You will be the bridge between the animal welfare and EA principles that drive our work, and the practical, day-to-day implementation required to translate those principles into tangible impact.

Key responsibilities

Strategic & Operational Leadership

  • Drive Intervention Success: Co-lead the development and execution of our "tilapia ice slurry slaughter" intervention in Luzon. You will ensure our strategy is effectively implemented and proactively troubleshoot challenges as they arise.
  • Evidence-Based Decision Making: Approach all challenges and strategies with a highly analytical mindset. You will be expected to base project adjustments, resource allocation, and intervention evaluations on rigorous data, research, and on-the-ground metrics rather than intuition or assumptions.
  • Administration: Manage the day-to-day administrative realities of our Philippines operations. This includes responsibly managing local budgets, tracking project expenses, and ensuring compliance with local regulations and reporting requirements.
  • Act Autonomously: Over time, step into a high-level decision-making role, operating independently while staying strictly aligned with Scale Welfare's mission, values, and strategic goals.
  • Adapt & Iterate: Navigate the ambiguities of a 1-year-old NGO. Adjust plans rapidly when circumstances change and help the organization pivot if new, more impactful avenues emerge.

Team Leadership & Collaboration

  • In-Country Team Development: Scale Welfare operates in a non-hierarchical manner, asking individuals to take ownership of their tasks. Your role is to mentor, support, and unblock the team, ensuring they meet their weekly and monthly goals. Together we intend to build a high-performing and deeply motivated local team.
  • Fieldwork: This is not a desk-only role. Our real impact happens at the farm level, and you should be comfortable getting your hands dirty. You should be ready and willing to spend full, hands-on days out in the field, come rain or shine, navigating the physical realities of aquaculture in Luzon.
  • Monitoring & Evaluation: Work with the Co-Founders to establish clear KPIs and data collection methods. You will be responsible for ensuring that all data collected on the ground is clearly and comprehensively reported on, including economic data to help inform our intervention cost-benefit analysis.
  • Communications: Act as the primary liaison between the on-the-ground team and the remote Co-Founders. Maintain excellent, frequent written and verbal communication to ensure seamless operations.
  • Recruitment & Scaling: As our needs evolve, identify capability gaps, lead the recruitment of new contractors or staff, and successfully onboard them.

External Stakeholder Engagement

  • Build Strategic Relationships: Engage with a wide variety of stakeholders—from rural farmers to government representatives. You must be able to understand their distinct goals and find pathways to align them with Scale Welfare’s objectives.
  • Identify New Partners: Based on the connections and knowledge you develop within Philippines aquaculture, you are expected to proactively advise the Co-Founders strategic partnership opportunities to advance our mission.

  • Professional Experience: 3+ years of experience leading and developing small- to medium-sized teams in the NGO, social enterprise, or startup sector. We are looking for a hands-on, empowering leader who thrives in a non-hierarchical environment.
  • Mission Alignment: Deeply motivated by the challenge of improving farmed fish welfare and comfortable working in a relatively unexplored, potentially high-impact field, despite its uncertainties.
  • Ownership & Initiative: Demonstrated ability to take end-to-end responsibility for projects - from proactively identifying roadblocks to defining next steps and executing them autonomously.
  • Hands-on team support: Experience supporting small- to medium-sized teams in the Philippines in a non-hierarchical manner.
  • Adaptability: We are a 1-year-old NGO and there is no such thing as a “regular day at the office.” Even with detailed planning, plans can change at short notice, and we need someone who can thrive in and adapt to this startup environment.
  • Communication & Language: Fluency in Tagalog and English is required. Exceptional written and verbal communication skills are a must for remote collaboration.
  • Mobility: Willingness and ability to travel independently across Luzon, occasionally at short notice.
  • Resilience & Diplomacy: Introducing new animal welfare interventions can be met with skepticism. You should possess the emotional intelligence and diplomacy to navigate pushback from stakeholders, handle conflicts gracefully, and persistently build buy-in over time.
  • Digital Literacy: High proficiency in Google Workspace applications, our primary hub for remote collaboration.

Bonus Qualifications

  • A degree or professional experience in Aquaculture, Fisheries, biological sciences, or agricultural development.
  • A valid drivers licence and confidence driving around Luzon.
  • Proficiency in other regional languages spoken in Luzon.
  • Familiarity with the principles of Effective Altruism (EA).
