JOB SUMMARY:

The Asia Foundation seeks qualified, talented applicants for a program manager position to implement AMPLIFY project activities for Myanmar. Reporting to The Asia Foundation’s Team Leader for AMPLIFY, and closely working with project Finance and Admin Officer, the individual shall oversee day-to-day project implementation and operations across the board. This will include identifying and working with women’s rights organizations and actors from Myanmar to safely engage in women peace and security advocacy, and to strengthen peace actions through women’s participation and receipt of benefits. The Program Manager for Myanmar will also work and coordinate with WPS advisor, MERL specialist, Senior Manager Myanmar and other team members spread across country offices.

Required Skills and Qualifications

PRIMARY RESPONSIBILITIES

Program management

  • Lead implementation of AMPLIFY’s Myanmar workplan and program deliverables;
  • Manage the work of project sub-recipients, such as individual consultants, vendors, and grantees, including ensuring timely completion of deliverables.
  • With support from the WPS Advisor and Team Leader, provide technical guidance for program activities, including conceptualizing, designing, implementing and monitoring innovative, cutting-edge programming activities;
  • Oversee monitoring and evaluation, including data collection and analysis;
  • Work closely with Team Leader of AMPLIFY, wider AMPLIFY team, Finance Manager and Global Communication team members and develop communication strategies in line with risk assessment matrix for Myanmar;
  • Provide high-quality inputs to donor reporting;
  • Conduct field visits to program sites within Thailand and along the Thai-Myanmar border, and travel within ASEAN as required;
  • Attend team meetings and regional meetings as required.

Technical knowledge and experience on WPS, conflict prevention and peacebuilding or women’s empowerment.

  • Provide strategic and technical direction on WPS knowledge products and program and activity design.
  • Author and manage research or briefs on WPS in Myanmar.
  • Facilitate workshops and training on WPS.

Stakeholder engagement

  • Ensure program delivery considers security risks and sensitivity, especially when managing relationships with political actors and communities at risk.
  • Build and manage relationships with civil society organisations, Women’s Rights Organisations, Human Rights Defenders and activists, research institutions and other external partners.

Financial management and operations oversight

  • Manage project budget in accordance with project implementation plans closely following donor’s requirements and The Asia Foundation’s policies and guidelines.
  • Ensure compliance with The Asia Foundation’s financial and operational requirements including procurement and travel policies.
  • Ensure compliance with the project donor’s financial and operational requirements.
Profile

Requirements:

  • Master’s degree in a relevant field such as women peace and security, gender, women empowerment, international development and community strengthening.
  • Minimum 3 years of international experience in project management or related field, preferably in women peace and security.
  • Proven track record of effective partnership engagement, including significant work with Women's Rights Organizations in Thai/Myanmar border areas strongly preferred.
  • Experienced in proposal writing, participating in ad-hoc donor meetings, and maintaining strong relationships with donor agencies
  • Excellent communication and interpersonal skills, with the ability to actively engage with diverse stakeholders.
  • Self-motivated and able to work independently with minimal supervision.
  • Fluent in English required, proficiency in Burmese and other ethnic languages preferred.
  • Ability to travel to Myanmar-Thailand border.
