SENIOR PROGRAM OFFICERS FOR GENDER EQUALITY
The Senior Program Officers provide strategic vision, execution, management, and programmatic support of the policy reform activities under the anticipated Coalitions for Change (Phase 3) program, a partnership of The Asia Foundation and the Australian Department of Foreign Affairs and Trade (DFAT).
The Senior Program Officers work with the Coalitions for Change Strategic Advisor, Program Leader, policy reform program staff, senior management, finance staff, and other Foundation staff; develop concept notes, plans and progress reports; draft letters of agreement and contracts; supervise financial management and monitoring, and other tasks necessary for successful project implementation.
The Senior Program Officers are expected to lead in the conceptualization, development, and implementation of other reform-related proposals and programs with the Australian Embassy and other donors.
Responsibilities: The responsibilities of the Senior Program Officer include managing policy reform and program activities for Coalitions for Change. They will collaborate with and provide management guidance to the unit assigned, as well as program officers, including developing new program strategies or pivots as necessary and integrating essential cross-cutting issues into program activities. The role involves preparing grant agreements, contracts, and budgets, and processing amendments in a timely manner when required. They will track programmatic and financial progress, troubleshoot implementation problems, and support the development of guidelines, tools, and reporting forms for effective monitoring, evaluation, and learning of projects. The Senior Program Officer will collaborate with internal and external evaluations, undertake regular monitoring visits, and prepare feedback reports with conclusions and recommendations. They will provide support in identifying, hiring, and managing consultants for partners' capacity-building trainings and mentoring sessions, and provide input in training design to ensure desired outcomes are achieved. Additionally, they will prepare progress reports, workplans, and other reports for donors and contribute to proposal-writing processes as needed. The role requires liaising with relevant stakeholders to obtain information and data related to programs in development or implementation, suggesting project amendments or new project ideas to line management. Finally, the Senior Program Officer will ensure that activities and programs are implemented in accordance with the Australian Embassy and The Asia Foundation's rules and regulations.
