Description of the mission

Main responsibilities and tasks:

  • Support/coordinate the implementation of activities in the field of responsibilities within the EU co-financed ‘Programme Reform of Technical and Vocational Education and Training (TVET) in Viet Nam’ (Vietnam-Europe TVET programme, VETVET).
  • Activate and strengthen the industry engagement into formal TVET.
  • Advise on establishing and fostering institutionalized cooperation mechanisms between the energy and TVET sector stakeholders on institutional, provincial and national level in coordination with other programme components.
  • Initiate and foster private public partnerships and other chances of cooperations amongst TVET institutes, enterprises, sector associations and competent authorities.
  • Advise partner TVET institutes on institutional development.
  • Plan, coordinate and implement capacity development activities and awareness raising measures for energy and TVET sector stakeholders
  • Advice TVET and energy stakeholders on and coordinate the joint development process and implementation of training programmes for initial training, reskilling and upskilling, oriented on international standards and following Vietnamese regulation.
  • Plan, monitor, evaluate, and document project activities, costs, and results. Ensure accurate and complete data and knowledge management.
  • Develop terms of references for national and international consultants, and plan, coordinate, monitor, and document consultant missions and deliverables.
  • Coordinate working groups and cooperate close with other components and projects of the TVET and Energy cluster of GIZ Viet Nam and cross countries. Ensure synergies, coherence and alignment of interventions within the overall TVET III and VETVET framework.

Profile

Minimum requirements:

  • Bachelor of Engineering in Renewable Energies, or an energy related engineering discipline.
  • Vietnamese (mother tongue) and English C1 Certificate (reading, listening, writing, speaking)
  • German language is an asset
  • 5 years work experience in the renewable energies sector
  • 2 years work experience on wind and solar energy technology or comparable climate friendly energy generation, transmission and storage technologies;
  • 2 years work experience in the preparation, organisation and implementation of HR capacity development of personnel and awareness raising measures
  • 2 years experience in working within or cooperating with international development organisations
  • Experience in LOTUS Project and Green Product Management / LOTUS System or similar standards is an asset
  • Fundamental understanding of new renewable energy trends and conversion technologies such as GH2, PtX, geothermic, battery composite materials, green nitrogen fixation are an asset.
  • Experiences in project work in cooperation with EU is an asset
  • Strong interpersonal skills for interaction, communication and relation building with partners and colleagues.
  • ICT competence, particular all common Microsoft applications
  • Result-oriented. independent and proactive working style
  • Self-management competence, teamwork ability and motivation for continuing self-improvement on the job.
