Description of the mission

ESSENTIAL FUNCTIONS:

1. Provide coaching and build capacity to REDD+ target village committees

▪ Manage the community village-allocated budget effectively and efficiently and prepare financial statement/report

▪ Manage expenditures to ensure financial guidelines compliance and accuracy and transparency with common consent by members/indigenous communities.

▪ On job training/coaching on monitoring budget vs actual to make sure that using a correct budget line and in line with budget plan/proposal

▪ Provide orientation and build capacity on financial guidelines, how to conduct sport checks and perform internal control

▪ With REDD team assist committees in presenting financial reports/statement to the community

▪ Refresher training to WCS Community facilitators on community financial guidelines as deemed necessary

2. Provide capacity building on periodic financial-related reporting/tracking:

▪ Prepare monthly community Financial Reports (Budget vs Spending by each village) using monitoring banners and excel file

▪ Daily/monthly/quarterly support the village committees on reviewing their expenditures supporting documents and reconciliation financial report/statement

▪ Build capacity of committees on how to do bookkeeping, prepare monthly, quarterly and annual financial reports

▪ Provide coaching and build capacity of committees on monthly reconciliation/closing and final report

3. Other

▪ Support village committees in procurement process to ensure compliance with community financial guidelines

▪ Review monthly advances requests, clear advances, monthly reconcile and follow up to return underspend from villages

▪ Support on monthly review direct payment request and submit the request to Community Redd+ Manager for approval before releasing payment to supplier

▪ Perform other work assignments, duties, and/or functions as assigned/designated/instructed by the Project Senior Finance Officer or WCS next level management in the course of WCS operation

Profile

QUALIFICATIONS AND EXPERIENCES:

  • Bachelor’s degree in Accounting, Finance, or related field
  • Minimum 3 years of experience in a role relevant to the field of finance/accounting
  • Verbal and written proficiency in English and Khmer languages
  • Team building, motivation, analyses, and decision making
  • Strong communications, proactive, and positive work attitude
  • Good problem solving and interpersonal skills
  • Competence in the Microsoft Office suite of programs and accounting software (Preferably in Excel Advance)
  • Strong commitment to conservation
  • Initiative
  • Honest and work hard with in the flexible time
