We are looking for a MEAL Officer for our peace and culture project. Please note that only short-listed applicants will be contacted.

The MEAL Officer, working with the Consortium Manager for the Civil society, women and youth promoting culture of peace in Mindanao, Philippines (Project), is primarily responsible in leading

the formulation and implementation of the project’s MEAL plan, as well as support coordination work needed across other ECHO-funded humanitarian actions in the area implemented by CARE.

Internally, the MEAL Officer will collaborate with ACCORD field teams deployed in project areas for the purposes of mutual support, coherence in MEAL strategies and activities, and cross-learning. The MEAL Officer will lead logframe-based reporting, MEAL information sharing and data management, and will support field team in the administration of MEAL activities, where needed.

Responsibilities and tasks:

  • Working with CARE’s ECHO-EU team, and respective MEAL officers of consortium partners, formulate and implement a practical yet comprehensive MEAL system to track logframe-based indicator data achievement required for donor reporting and internal updating sessions
  • Design and develop baseline, midterm, and periodic reporting tools / trackers, community audit tools, reporting templates, and other necessary tools (i.e., conflict and resilience analysis, etc.)
  • Conduct regular monitoring visits and assessments to project sites; provide feedback results and recommendations from monitoring and evaluation activities; provide quality assurance in monitoring based on required internal (CARE) and donor standards.
  • Provide guidance and support in monitoring and evaluating gender equality, protection and integrated risk management, and humanitarian-development-peace nexus mainstreaming throughout project implementation
  • Facilitate learning events and meetings with consortium partners and stakeholders
  • Contribute to the writing and lead the consolidation of monthly, quarterly, interim and final reports across all consortium partners
  • Roll out reporting templates and monitoring tools that facilitate the gathering, organization, analysis and interpretation, and use of information in programs
  • Ensure that data collection, analysis, management, protection and storage are managed appropriately and to the required standards
  • Provide support in the implementation of the MEAL capacity-building strategy that promotes a culture of learning through systematic analysis and reflection of program data
  • Support the capacity building of team members to develop and maintain the MEAL plan and system, including regular analysis and reflection of project data
  • Contribute to knowledge management with good practices in MEAL
  • Provide MEAL support by working with staff of other ECHO-funded projects
  • Perform other duties as assigned
