Job Purpose

To provide general operational support primarily to the Climate Justice and Just Energy Transition (CJ-JET) program and other teams across all locations nationwide and complementary support to other Oxfam programs, as needed. This role includes, but is not limited to, efficient and effective logistics and administration support and coordinating with partners and stakeholders on specific activities.

Logistics

  • Procurement – Using Oxfam Pilipinas procedures to steer and accomplish the entire procurement process and cycle by ensuring that proper procedures are followed with in a cost effective, timely, transparent and donor compliant manner.
  • Service Contracts and Consultancies – steer the entire cycle of procurement, recruitment, contracting and performance of service providers and consultants.
  • Asset management – in cooperation with other logistics colleagues and units ensure that assets are properly recorded, inventoried and monitored regularly.
  • Transport and distribution – coordinate stock management, transport and distribution in a timely manner.
  • Supply, Procurement and Logistics Planning – steer with program colleagues and other units the supplies, procurement and logistics requirements of the portfolio to ensure that a Supply and Procurement Plan is in place, followed and updated regularly.
  • Ensure compliance and capacity of staff and partners with all anti-aid diversion, fraud, safeguarding and other organizational policies.

Program Support

  • Organize internal and external events, field visits, assessments, workshops and activities of the portfolio.
  • Organize travel related requirements of portfolio staff and partners, e.g., flights, transportation, hotel bookings, Security Travel Authorization, visa, etc. in a timely manner.
  • Assist in updating the Oxfam Programme Accountability and Learning (OPAL) system and other data base.

Partnership Support

  • Support the capacity development and implementation of partners in the areas of logistics, donor compliance, anti-aid diversion, safety and security, fraud prevention and other requirements.
  • Support in developing strong organizational relationships with partner organizations within the program.

Safety and Security

  • Keep aware of and update the Security Focal Person about safety and security related information.
  • Support information gathering from all possible sources to ensure safety and security of staff and partners.
  • Provide safety and security related analysis and recommendations to the organization.

General

  • Ensure proper and appropriate relations with stakeholders, such as partners, vendors and consultants.
  • Ensure all documents and requirements that are under the post’s responsibility are complete and correct before onward submission to finance and/or other units.
  • Ensure complete and proper recording and storage of all document and requirements administered by the post for audit and donor review.
  • Facilitate coordination with other units for timely submission, approval and release of documents, payments, correspondence, invitations, approvals, etc.
  • Reflect the Oxfam values and the spirit and intent of the Strategic Partnership Model.
  • In times of disasters, support humanitarian surge capacity as guided by the Country Humanitarian Team or Humanitarian Advocacy and Strategic Partner Relations Manager.
  • Perform priority organizational tasks related to his/her competencies, as may be assigned from time to time.

Contract Length: Fixed Term (April 1, 2024 - March 31, 2025 with possibility of extension)

Profile

Essential

  • Relevant degree or corresponding experience of at least five (5) years in general operations support and management.
  • Demonstrated competency in procurement, asset management, supply planning and recruiting consultants and service providers.
  • Ability to review, analyse and make financial and operational recommendations related to logistics, administration, safety and security and partnerships.
  • Basic financial understanding and management.
  • Ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of partners, vendors and stakeholders
  • Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting.
  • Good communication skills with fluency in written and verbal communication in English and Filipino. Familiarity with local language/s will be a plus.
  • Proficiency in using basic MS Office applications (Word, Excel and PowerPoint).
  • Good people skills with a good understanding of team development.
  • Understanding of fraud prevention, aid-diversion, and compliance.
  • Willing to develop knowledge in climate justice, partnerships, social development and humanitarian response.
  • Willing to travel to program areas of the team.
