KEY RESPONSIBILITIES

Program Management

  • Lead the strategic implementation of the Voices for Change program in consultation with the National Director to achieve high impact on Cambodian society.
  • Lead and contribute to the production of Oxfam in Cambodia reports to CLV cluster and Oxfam International.
  • Manage the overall program quality by ensuring compliance with established standards throughout the implementation process.
  • Oversee effective and efficient budget planning and monitoring in accordance with financial policies and program needs.
  • Manage the program team to support the successful delivery of the program's goals and objectives, including talent management.
  • Report to the National Director and donors on the progress of the program and externally funded projects.

Policy and Strategy:

  • Lead the alliance-building with key actors, campaigning, and advocacy with the Cambodian government to improve and enforce laws and policies related to social protection, women and youth's roles, and the role of CSOs.
  • Ensure the empowerment and promotion of women's roles in social, political, and economic spheres at all government levels.
  • Lead the development of the strategic and operational plans for the Voices for Change program through a participatory process with staff, partners, and stakeholders.
  • Oversee business development and fundraising activities related to the Voices for Change program, including proactive donor mapping, fundraising strategy formulation, and donor relationship management.

Knowledge Management, Communication, and Representation:

  • In collaboration with the Knowledge Management & Communications Unit, initiate and facilitate knowledge and information management activities with local partners to strengthen lessons learned.
  • Support the integration of Voices for Change issues into other Oxfam programs and projects, and facilitate learning activities to strengthen capacities among the Oxfam team.
  • Lead the development of the Monitoring, Evaluation, and Learning (MEAL) framework for the program.
  • Ensure the implementation of Oxfam's operational policies, procedures, and guidelines (especially gender equity and child protection) in all aspects of the organization's work.
  • Serve as the focal point for the Voices for Change program within Oxfam, with relevant Oxfam affiliates, Oxfam knowledge hubs, and beyond Oxfam.

Educational and Professional Qualifications:

  • Proven experience in managing complex, multi-stakeholder development projects or programs.
  • Strong coordination skills to manage relationships and activities across multiple teams and partners.
  • Substantial knowledge of laws and policies related to civil society organizations (CSOs), women, gender, youth, social protection, and governance in the Cambodian, ASEAN and global context.
  • High ability to adopt innovative approaches to address related problems, especially with high-level government institutions.
  • Substantial experience in building alliances, campaigning, and advocacy with national governments on program-specific issues.
  • Expertise in planning, developing, managing, and monitoring development programs/projects, including design, capacity building, partnership management, fundraising, report writing, monitoring and evaluation, knowledge management, advocacy, inter-agency networking, and coordination.
  • Experience in managing people, finances, and partnerships with local and international NGOs.
  • Ability to facilitate learning and knowledge-sharing across the program and organization.
  • Strong understanding of gender and social inclusion issues in the Cambodian context.
  • Experience in integrating gender-responsive and socially inclusive approaches into program design and implementation.

  • Experience in cultivating and managing partnerships with diverse stakeholders, including government agencies, civil society organizations, and international/donor organizations.
  • Proven track record in securing funding from various sources, including institutional donors, foundations, and private sector.
  • Proficiency in grant writing, proposal development, and donor reporting.
  • Ability to identify and capitalize on funding opportunities aligned with the program's objectives.
  • Ability to lead and inspire teams through periods of change and uncertainty.
