Position Summary: In partnership with UNICEF and Department of Health (DOH), Relief International (RI) will implement the COVID-19 and Routine Childhood Vaccination activities to address gaps on low vaccination coverage particularly in the provinces where access to vaccines mainly contributes to that problem. RI will provide support in the 45 cities and provinces targeted, in the conduct of conduct different COVID-19 and Routine Immunication-related social mobilization activities to increase vaccination coverage in regions with low turnout to increase coverage for DPT1 and MCV2 for children under two years old. The target audience for these activities are all the priority groups which need an uptake of booster shots.
Directly reporting to the Area Coordinators and Project Manager, the Project Officers (PO) is responsible for establishing Regional and Provincial coordination with DOH, to implement activities in the regions and provinces; collects monitoring and documentation from the selected provinces with municipalities that have hard to reach and high-risk areas.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
Field Activities and Coordination:
- Establish proper coordination with the DOH Regional Director, Regional Vaccination Operation Committees, the Provincial DOH Offices, Provincial/Municipal Health Offices, and Local Chief Executives to introduce project role and technical assistance of RI Philippines to the National COVID- 19 Vaccination Program in NCR, Region 1, 2, 3, CAR, 4A, 4B, 5, 6, 7, 8, 9, 10, 11, 12 CARAGA, and BARMM.
- Work closely with CHDS on preparing the COVID-19 Vaccine Delivery Support (CDS) Project Tranche 3 Work and Financial Plans (WFPs).
- Liaise with Local Government Units (LGUS), Rural Health Units (RHUS), DOH, and other stakeholders, as needed.
- Travel to the assigned locations to properly implement the CDS project.
- Provide technical support to DOH Center for Health Development (CHD) on the implementation of CDS.
- Represent RI in all external coordination and meetings with local partners, consortium, INGOS in the area of operation.
Finance
- Prepare budget proposal for activities and process cash advance requests for their respective regions.
- Submit liquidation of expenses to the Finance Admin Assistant (FAA) with proper receipts.
Procurement
- Prepare procurement requests whenever needed.
- Assist operation in the procurement process such as (but not limited to) distribution and collection of quotations, facilitating signing of contracts with the suppliers/vendors as requested by the Operation Unit, collection of signed documents and official receipts from suppliers/vendors.
Technical Reporting
- Submit to Area Coordinator the weekly work plan of activities and monthly progress report.
- Carry out the weekly plan as scheduled.
- Contribute to the completion of all program targets and indicators related to field work by stated deadlines.
- Submit reach data for input to project tracker and photo documentation to the MEAL and Reporting Officers
- Regularly update internal databases through the Project Box folder and CDS M&E Tracker.
- Attend scheduled work-related training programs and meetings as required-either virtual or in-person. Support MEAL and Reporting Officers for virtual campaign through social media, radio and telecommunication mediums, if necessary.
- Perform other project related responsibilities and duties as directed by the donor and PM.
