Objective

This endline KAP study generally aims to determine the changes in knowledge, attitudes, and practices (KAP) of the learners, parents/ caregivers, and teachers in the project areas (Baras, Pililla, and Tanay) due to the project initiatives and strategies from 2022 to present. Specifically, the strategies focused on ensuring their access to safe, inclusive, and quality health and nutrition programs and services, and how the rights of learners are safeguarded and observed.

Specifically, this study aims to answer the following questions:

  1. What are changes in the knowledge, attitudes, and practices (KAP) of the learners, parents/caregivers, and teachers in terms of hygiene, general health, oral health, and nutrition? How do these changes in KAP affected the children’s health status?
  2. What are the changes in terms of policy and service delivery of hygiene, general health, oral health, and nutrition programs that occurred as an effect of the project interventions?
  3. How were the children involved in the implementation of the project strategies and initiatives? How effective are the child participation initiatives in the project areas, in terms of promoting good hygiene, oral health, nutrition, and access to health programs and services?

Scope of Work

This study will utilize participatory and inclusive approaches in engaging the project’s direct beneficiaries such as the learners, parents/ caregivers, teachers, and officers and employees engaged at the Department of Education level. It should also be sensitive to norms and practices and applies ethical data collection.

The following methodologies are suggested:

  1. Desk review of literatures – which may include review of project documents (such as the project logical framework/ results framework, donor reports, and 2022 baseline KAP survey), available school and DepEd SDO action plans (school health records, AIP/ budget, change in curriculum schedules), and DepEd memorandum on Wash in Schools (WinS) and other policies on hygiene, general health, oral health, and nutrition among other relevant documents.
  2. Survey – will be done to target number of respondents (learners, parents/ caregivers, and teachers) in the same 20 schools interviewed during the baseline KAP survey done in 2022. In addition to the questions utilized during the 2022 baseline KAP, additional probing questions on the role of child participation in the knowledge, attitudes, and practices on the areas of hygiene, general health, oral health, and nutrition will also be sought. Questions to be included may be in the format of multiple choice, Likert scale (rating scale), yes or no questions, and open-ended questions, depending on the information being sought.
  3. Focus Group Discussions – will be done to collect more detailed information on the other program impacts to the stakeholders in the project sites. Grouping of respondents will come from 2 specific school populations: i) 20 target schools, and 2) 4 priority schools. For FGDs to be conducted in the 20 target schools, respondents will include a group of learners (especially children most impacted by inequality and discrimination (MIBID) and teacher-coordinators from the 20 schools. Meanwhile, FGDs in the 4 priority schools will include the child health promoters (CHPs)/ SELG/ SSLG, and parents/ caregivers (SPTA members). A separate FGD with the Project staff can also be done.
  4. Key Informant Interviews – will be done to collect information on the external partners who are crucial in supporting the project strategies to change the knowledge, attitudes, and practices of the target stakeholders in the project sites. The KII can include the partner doctors, dentists, nurses, and officials from the Philippine Dental Association – Rizal Chapter, as well as from the Department of Education School Division Office (SDO) - Rizal, particularly the SGOD and Medical/ Health Services Office.

Duration

The consultancy is expected to commence on December 11, 2024 and conclude by March 20, 2025. All deliverables must be submitted within this timeframe.

General assumptions and dependencies

The Research Consultant is expected to provide the following services:

  • Review secondary data available
  • Design the endline study protocol with tools in consultation with All Kids SHINE Project team and technical advisers
  • Submit the inception report to include protocol with tools, operational plan, timeline, and budget
  • Translate tools to English and Filipino
  • Obtain consent forms from target respondents
  • Recruit and train enumerators
  • Collect primary data through interviews, survey, and focus group discussions, adhering to the standard health protocols of the local government unit
  • Presentation of preliminary findings to SCP team
  • Conduct data validation with project team and stakeholders
  • Provide a draft endline KAP study report for comments
  • Integrate comments provided by SCP into report
  • Provide final report and briefer

Correspondingly, Save the Children will have the following roles and responsibilities:

  • Provide timely feedback on the inception report and workplan
  • Provide timely feedback on the data gathering tools
  • Provide secondary data available and orientation about the All Kids SHINE Project
  • Assist in coordination and mobilization of evaluation respondents including providing the contact details of evaluation respondents.
  • Provide consultancy team with orientation on children’s rights, child safeguarding, ethics and evidence generation policy, branding guidelines and other relevant policies and guidelines for research and data collection
  • Seek Approval of Evaluation plan/design and tools from SCI Ethics Review Committee
  • Provide timely review of the draft study reports
  • Dissemination of final report to external and internal stakeholders
Profile

Experience and skill set required

As suggested, the hired research team will be composed of the following members:

  • Research Consultant (Team leader)
  • Enumerators
  • Documenter/s

The Research Consultant shall possess following core competencies on a minimum:

  • Degree in Social Sciences, Social Development, Public Health, or relevant field; advanced degree in relevant fields is an advantage
  • Familiarity with school health, nutrition, and public health promotion strategies
  • Strong background on children’s rights, child rights programming, child rights governance and child safeguarding principles
  • Proven experience in research/evaluation study using quantitative and qualitative methods as evidenced by submission of written work
  • Ability to conduct data collection using child-friendly tools and processes
  • With good interpersonal skills
  • Has good organizational and time management skills
  • Excellent communication, writing and presentation skills
  • Fluent in English
