The Consultant will be based in the Philippines and liaise daily with Asia and the Pacific Islands based consultants, partners and other stakeholders. This position requires a candidate who has deep experience in WEE programming in Asia and the Pacific (especially in rural economies), has strong project management and communications skills, is highly proactive, and is capable of working with people from diverse backgrounds.

Key Priorities include:

  • Provide strategic leadership and ensure the effective implementation of project activities to achieve overall project goals and objectives
  • Liaise in support of the Sr. Program Manager in conversations and engagements with TECRO, other TECRO related offices or Embassies, and other external stakeholders.
  • Ensure a locally-led approach and local buy-in by leading positive, proactive engagement with local stakeholders and partner organizations including local civil society organizations, financial institutions, the private sector, national government agencies, and others
  • Subaward management to ensure excellence on project deliverables and reporting, including subaward agreements and subcontracts; updated gender analysis; implementation plan and risk analysis; quarterly reporting; oral presentations of the project; and other requirements of the donor’s cooperative agreement
  • Work collaboratively with the GFUSA headquarters technical and regional/country teams to ensure high quality adherence to Grameen’s Implementation Lifecycle process including quarterly progress and financial reporting, gender mainstreaming, work planning, monitoring and budget management
  • Ideate and implement interventions and events to engage CSOs, PSEs in the Community of Practice, including those in relation to the Digital Exchange Empowering the Pacific Region (DEEPR) platform
  • Oversee and collaborate with the regional consultants, volunteers, and others who will serve as resource speakers for COP learning sessions and events
  • Capture and share learning through a responsive learning agenda
  • Support the development and dissemination of training materials and toolkits
  • Work closely with the Sr. Program Manager and Finance team to provide necessary support in managing the program budget under TECRO efficiently and appropriately
  • Work closely with the Safeguarding Focal Point to ensure the safety of project beneficiaries and stakeholders
  • Assist in developing content to support the project’s communications strategy. This may include blogs, monthly updates, reports, videos and collection of feature stories from partners and field activities to supplement the materials for donors and marketing team needs.


This contract takes effect upon the date of signing and will remain in effect until October 2024. This is a deliverables based engagement.

  • University degree in a subject relevant to international agricultural development (technical agriculture, business administration, international development, economics, rural sociology, required; Master’s Degree is preferred.
  • 5-7 years of work experience. Experience with nonprofits, overseas work experience, or work with global organizations is a strong plus.
  • Experience managing international grants or government-funded programs
  • Training and/or demonstrated success in Project Management, with the ability to support multiple priorities, adapt to evolving project needs, and deliver timely results within budget
  • Skills in stakeholder management, network-building and fostering collaboration and culture of learning
  • Strong leadership, program, organizational management skills,
  • Excellent knowledge of Microsoft Office (Word, PowerPoint, Excel) and other remote communication tools (Zoom, Google Meet) required.
  • Highly self-motivated, able to achieve project deliverables and work proactively and independently, in a fast-paced, energetic, highly creative and entrepreneurial environment.
  • Prioritizes accuracy, attention to detail, and commitment to excellence
  • Has integrity when dealing with colleagues, executing work in support of the mission, protecting confidential information and practices discretion in all matters.


  • Knowledge or experience working to advance women’s empowerment in agriculture, tourism, or the green economy; building program theories and managing monitoring and evaluation efforts; budget management and financial analysis; and managing grant funded projects.
  • Familiarity with Human Centered Design principles
  • Familiarity in Monitoring and Evaluation framework and principles and using it in practice
  • Experience in writing detailed reports and project management
  • Experience working in global/multicultural organizations is a strong plus.
  • Experience with learning new software and tools preferred.
  • Excellent written and verbal English writing skills. Understanding of local dialects is also a plus.

Additional Notes:

  • Apart from the total contract price, there is a maximum reimbursable amount that will be budgeted for transportation fees and/or communication expenses. This is subject for approval.
