SCOPE OF WORK OF THE TEAM MEMBER:
  • Design the evaluation methodology for Project READY in accordance with indications in the terms of reference (TOR) and consultations with the project team
  • Coordinate and conduct data-gathering for the evaluation, including but not limited to document reviews, focus group discussions, and key informant interviews with stakeholders of the project
  • Analyze data and draft the external evaluation for project READY
  • Submit the external evaluation and presentation deck to the project team, applying revisions as necessary
EXPECTED DELIVERABLES:
  1. Evaluation design - A document outlining the consultant's research design and workplan for the evaluation, as well as tools to be used for the study. The initial evaluation design will be reviewed by the project team and partners.
  2. Project evaluation - A full project evaluation reviewing the impact of Project READY and its predecessors. The study must reflect the evaluation design and priority evaluation areas stated in the terms of reference. It must to be no longer than forty (40) pages, excluding annexes.
  3. Presentation deck - A deck highlighting key findings from the evaluation, to be presented to the team together with the first draft of the evaluation. This deck must be revised and submitted together with the final project evaluation.
Profile

Qualifications for this position:

  • At least 10 years experience in the development sector, including the management and monitoring and evaluation of projects
  • Familiar with OECD/ DAC Evaluation criteria and Outcome and Impact Orientation (OIO) approach
  • Skilled in quantitative and qualitative research and analysis methods
  • With prior experience or knowledge of the human rights sector and the Philippine justice system
  • Has demonstrated capacity to produce research, reports, and evaluations for the development sector or other related sectors
  • Can demonstrate accountability to partners and/or funders, as well as engage with stakeholders in vulnerable and marginalized communities
  • Able to produce quality work within tight deadlines
